Dr. HU Zhijian, Chinese Academy of Science and Technology for Development

Dr. HU Zhijian serves as President of the Chinese Academy of Science and Technology for Development (CASTED) of the Chinese Ministry of Science and Technology. He also works as Secretary General of the China Federation of Scientific and Technological Institutes, Vice President of the China Law Association on Science and Technology, and Council Member of the Global Agenda on Emerging Technologies of the World Economic Forum. From 2003 to 2005, Dr. Hu was a member of the drafting group of the “Outline of the National Program for Medium- and Long-Term Science and Technology Development (2006-2020)”, as well as principal of the drafting group of Supporting Policies for the “Outline of the National Program for Medium- and Long-Term Program Science and Technology Development (2006-2020)".

From 2005 to 2007, Dr. Hu was head of the drafting group for revising the Law of the People's Republic of China on Science and Technology Progress. From 2006 to 2008, he served as a member of the drafting group of the “Outline of the National Intellectual Property Strategy”. From 2009 to 2014, Dr. Hu held the position of Secretary General of the CPC CASTED Committee.





Prof. Dr. CHEN Hongbin, Tongji University

Prof. Dr. CHEN Hongbin works at the Environment Science and Engineering School at Tongji University, and is the leader of the Shanghai Water Pollution Control Public Service Innovation Platform. Prof. Chen graduated from Southwest University in Chongqing with a Bachelor’s degree in Biology in 1993 and Master’s degree in Environmental Microbial Ecology in 1996. In 1999 he received a Ph.D. in Environmental Engineering from Tongji University in Shanghai. Ever since he finished his postdoctoral research at Dagang Oilfied of CNPC (China National Petroleum Corporation) at the end of 2002 he has been working at Tongji University. From 2005 to 2006, he did research at the Technical University of Darmstadt in Germany as a visiting scholar.

Prof. Chen is specialized in the areas of polluted raw water bio treatment, wastewater reuse theory and technologies development, etc. He has been the principal in over twenty scientific projects, including water special projects, international cooperation key projects, enterprise cooperation projects, etc. His achievements have full-scale application in polluted raw water treatment and wastewater reuse. Prof. Chen has published more than 100 papers and applied for more than 10 patents.





Prof. Dr. CHEN Jin, Tsinghua University

Prof. Dr. CHEN Jin is a professor at the Department of Innovation, Entrepreneurship and Strategy of Tsinghua School of Economics and Management (SEM). He received his Ph.D. in Management Engineering from the Department of Management from Zhejiang University in 1994. In 1998, he went to MIT Sloan School of Management as a visiting scholar and in 2000 he worked at the SPRU of Sussex University as a visiting fellow. Prof. Chen served as Executive Vice-Dean of the Undergraduate School at Chu Kochen Honors College, before he joined Tsinghua SEM. His research and teaching mainly focuses on management of technological innovation.

Prof. Chen has been awarded several prizes, such as the Special Government Allowance from the State Council of China, the Huo Yingdong Youth Teacher Prize and the third Young University Teachers Award from the Ministry of Education of China. In 2014, he became the first Chang Jiang scholar in the field of China’s technological innovation management. Prof. Chen is editor-in-chief, associate editor and member of editor committee of several international journals on innovation and technology management.





Dr. CHEN Yantai, Zhejiang University of Technology

Dr. CHEN Yantai is professor and Dean of the School of Public Policy and Administration (SPPA) and serves as professor at the China Institute for Small and Medium-sized Enterprises (CISME) of Zhejiang University of Technology. He received his Ph.D. from Fudan University and was a visiting Ph.D. student at the University of Regensburg with a scholarship by DAAD. In 2007, he was awarded a German Chancellor Scholarship (BUKAs) from Alexander von Humboldt Foundation, and stayed at the University of Cologne until the end of 2008.

He has worked as visiting scientist at several European and American universities and research institutes such as GIGA in Hamburg, Cambridge University and Harvard University. His research focuses on R&D globalization, small and medium-sized enterprises and entrepreneurship, regional Innovation system and policies. He has widely published articles in international and Chinese journals such as IJTM, Energy Policy, Scientometrics and China & World Economy.





Prof. Dr. DAI Xiaohu, Tongji University

Prof. Dr. DAI Xiaohu studied at government’s expense at the Civil Engineering Department of RUHR-University Bochum in Germany from 1987 and obtained a doctor’s degree in 1992. He lived and worked in Germany for 23 years, and returned to China in 2010 to serve as a National Distinguished Professor of the “One Thousand Talents Scheme” launched by the Organization Department of the CPC Central Committee. Prof. Dai is currently Dean of the College of Environmental Science and Engineering and Director of the National Engineering Research Center for Urban Pollution Control of Tongji University.

Prof. Dai is specialized in pollution control, waste treatment and reclamation, as well as energy conservation. His contribution promoted the development of wastewater and sludge treatment technology in China.





Dr. FAN Chunliang, Chinese Academy of Sciences (CAS)

Dr. Fan Chunliang is professor at the Institute of Policy and Management (IPM) of the Chinese Academy of Sciences (CAS). He received his Ph.D. from Beijing University. His research focuses on science policy, science and society and international science cooperation. He published a book on Science and Technology Policy and more than 40 articles in Journals.

From 2000 to 2001 he was a visiting scholar at Stanford University and from 2011 to 2012 at Georgia Institute of Technology. Currently, he hosts projects on science diplomacy and on science policy at CAS. 





Prof. Dr. LIU Li, Tsinghua University

Prof. Dr. Liu Li graduated with a Bachelor of Science degree in Chemistry in 1986 and with a Master of Philosophy degree from the Institute of History of Science and Technology of East China Normal University. In 2002, he received a Ph.D. from the Center of Science and Society of Peking University. He worked at Nanjing University of Science and Technology from 1989 to 2003. Since 2003 he serves as full professor at the Center for Science, Technology and Society at Tsinghua University. He was a visiting researcher at Fraunhofer Institute of Systems and Innovation Research, at the Technical University of Berlin in Germany, and at Lund University in Sweden.

His research interests include science, technology and innovation policy studies, as well as systems of innovation with focus on the Chinese context. Prof. Liu was the principal investigator of several projects funded by VINNOVA (Swedish Government Agency for Innovation System), Fraunhofer Society, National Natural Science Foundation of China, National Social Sciences Foundation of China, China Association of Science and Technology, and Ministry of Science and Technology. He participated in several international cooperative projects, including the OECD Reviews of Innovation Policy in 2008.





Prof. LIU Xielin, University of Chinese Academy of Sciences

Prof. LIU Xielin is professor at the School of Management of the University of Chinese Academy of Sciences. He was a research fellow at the Chinese Academy of Science and Technology for Development from 1996 to 2006 and professor at Tsinghua University from 1985 to 2006. He graduated with a Bachelor of Science degree from Peking University and a Master of Science degree from the Chinese Academy of Science. In 1994 he earned a Ph.D. from Tsinghua University.

His research areas mainly cover innovation management and policy, as well as globalization of technology and innovation. He has published several papers in scientific journals such as Research Policy, Technovation, Journal of Management Studies and International Journal of Technology Management. He also served as editor of "Research Policy" and other journals. He coauthored the books “Environmental Innovation in China” and “Innovation, Technology Policy and Regional Development” with Tim Turpin.





Dr. MU Rongping, Chinese Academy of Sciences (CAS)

Dr. MU Rongping received his Ph.D. degree in history of technology from the Technical University of Berlin, Germany. Dr. Mu has been a professor at the CAS Institute of Policy and Management (CASIPM) since 2001, Director-General of CAS Center for Innovation and Development since 2007 and editor-in-chief of the Journal of Science Research Management since 2003. He has also been serving as president of the China High-tech Industry Promotion Society and president of the Chinese Association for Science of Science and S&T Policy Research since 2010. From 2004 to 2014 he was Director-General of CASIPM.

Dr. Mu has published more than 40 papers in peer-reviewed journals and several books concerning technology transfer, technology foresight, innovation development, and industrial competitiveness. His research interests include STI (science, technology and innovation) policy, foresight, R&D management and evaluation, as well as industrial competitiveness.





Prof. Dr. SHAN Xiaoguang, Tongji University

Prof. Dr. SHAN Xiaoguang graduated from the Central South University with a Bachelor degree in engineering in applied geophysics in 1982. Then, he graduated from Central South University with a Master degree in 1988, majoring in scientific and technological philosophy. From 1995 to 2000 he studied at Max-Planck-Institute for Intellectual Property Law in Munich and at the Institute of Law of the Bundeswehr University Munich Germany with scholarships granted by Friedrich-Ebert Foundation and the Industry Property and Copyright Association Foundation of Germany. He received a Doctor of rer. pol. From December 2009 to May 2010 he stayed as visiting scholar at the Law School of George Washington University in Washington D.C.

Currently, he serves as professor of law at the Dean of Law School of Tongji University in Shanghai. He is also Vice Chairman of the Executive Council of China Intellectual Property Society, Executive Council of China Science Technology and Law Association and Executive Council of China Society of Intellectual Property Law.





Dr. WANG Cheng, Beijing Operations of China Automotive Technology and Research Center

Dr. Wang Cheng is Deputy Director of the Beijing Operations of China Automotive Technology and Research Center and Deputy Director of the New Energy Vehicles  (NEV) Power Battery Industry Development Research Office. He is the main responsible person of the Chinese side of the Sino-German Electric Vehicles (EV) & Climate Protection Cooperation Project.

Dr. Wang has long been engaged in the research and management of energy conservation and NEV macro-policy and development strategy, including an EV major science and technology project of the 863 Plan within the “10th Five-Year Plan”, an energy conservation and NEV major project within the “11th Five-Year Plan”, and EV related policies with the National Development and Reform Commission (NDRC) and the Ministry of Industry and Information Technology (MIIT). Dr. Wang participated in the drafting of the implementation plans of the “10th Five-Year EV Major Science and Technology Special Project”, “11th Five-Year Energy Conservation and NEV Major Project” and “12th Five-Year EV Key Technology and System Integration Major Project”. Dr. Wang also conducted EV real road tests and evaluation projects with BMW and Toyota.





WU Ling, National SSL Program Office

Ms. WU Ling is the Director of National SSL Program Office, Secretary General of China Solid State Lighting Alliance (CSA) and president of International SSL Alliance (ISA). She also serves as president of State Key Laboratory of Solid State Lighting (SKL) and president of Beijing Innovation Alliance.

She organized the “Study of Development Strategy for China SSL Industry“ within the “11th-Five Year Plan“, the “12th-Five Year Plan“ and the “13th-Five Year Plan”.





Prof. WU Zhiqiang, Tongji University

Prof. WU Zhiqiang is Vice President of Tongji University. He is Honorary Fellow of the American Institute of Architects, and Academician of the Royal Swedish Academy of Engineering Science. He also serves as Co-Chair of the International Steering Committee of World Planning School Congress and Permanent Member of UNESCO-UIA (International Union of Architects). Prof. Wu is Member of the Advisory Committee for Creative Economy of the United Nations Special Unit for South-South Cooperation, United Nations Development Programme, and National Master of Engineering Survey and Design.

As Vice President of the Urban Planning Society of China, Vice President of the China Association of Building Energy Efficiency, and Vice President of the China Green Building Council, he is one of the most influential academic figure in the field of urbanization study and urban planning in China. Prof. Wu was the Chief Planner of the World EXPO Shanghai 2010, the Qingdao World Horticultural Exhibition 2014 and the Earthquake Placement Plan in Sichuan. Currently, Prof. WU is appointed as the chief planner of urban design concept for the sub-center in Beijing.





Prof. Dr. YU Jiang, Chinese Academy of Sciences (CAS)

Prof. Dr. YU Jiang is full professor at the Institute of Policy and Management at the Chinese Academy of Sciences. He has been Vice Director of the Center for Interdisciplinary Studies of Social and Natural Sciences and the Founding Editor of the Journal of Science and Technology Policy in China since 2009. Prof. Yu has worked as a Royal Society International Fellow at Cambridge University. His main research interests are science policy and technology management, industry innovation and strategic management.

Prof. Yu was granted funding support from the National Natural Science Foundation of China, National Soft-science Projects, Chinese Academy of Sciences and Chinese Academy of Engineering. He has also received international research funding from the EU-7th Framework project and Sino-US Innovation Cooperation Project. Prof. Yu has published several papers in leading international academic journals and was awarded the Best Paper Award at the International Conference on Management of Technology Conference 2006.
